Management & Program Analyst
VETERANS HEALTH ADMINISTRATION
Summary The Management & Program Analyst position is located at Thomas E. Creek Department of Veterans Affairs Medical Center in Amarillo, Texas within Executive Director Service. Incumbent works as part of an interdependent multi-disciplined Executive Office team of professionals that matrixes the organizations' human capital to manage mission critical data elements, reports and programs, ensuring the appropriate information and decision briefs are accomplished to optimize the health system resources. Learn more about this agency Duties Help Duties may include but are not limited to:
- Producing Executive external communication documents
- Publishing external and internal service recovery responses (tracking, trending reporting common themes and managing resultant action items to resolution)
- Performing programmatic financial, equipment, administrative, and resource reviews, productivity and compliance analyses, and evaluating / taking actions on incoming high-level (VACO and VISN) requirements often in severely compressed timelines
- Develops new and analyzes current workflow, existing policy, and administrative procedures to determine opportunities to improve or correct deficiencies / non-compliance.
- Conducts analyses of complex functions and work processes including: examination of production standards, past, present, and programmed workloads; non-productive time; deviations from standards to determine validated staffing requirement for the function studied; and patient population centers, their expected and observed healthcare needs, cost benefit analysis of alternative healthcare delivery options including purchased care
- Ensures timely, appropriate, adequate data is utilized, assessed, and evaluated based on thorough understanding of objectives and functions of clinical and administrative applications and their relationship to medical center operations.
- Performs system test and validation processes to ensure that the data sources are accurate and reliable and prepares recommendations for changes if necessary.

- Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of problem solving and conflict resolution; Knowledge of budgeting concepts and procedures; Knowledge of statistical methodologies. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of problem solving and conflict resolution; Knowledge of budgeting concepts and procedures; Knowledge of statistical methodologies such as Capacity-Demand Analysis, Cost Benefit Analysis, and Correlation Studies. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
