ROW Project Budget and Funding Analyst II, III, or IV

Essential Duties Analyst II: Coordinates the development of a district budget and activities and assists with the statewide ROW budget planning. Makes presentations, develops speeches, conducts and/or coordinates meetings, seminars and/or workshops on ROW budget and funding topics. Participates in short‑range and strategic planning. Assists districts in the preparation of information for Legislative Appropriations Requests and monitors budgets within area of responsibility. Reviews requests for additional funds or resource allocation; evaluates justification, recommends actions and answers inquiries on budget/resource related matters. Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies. Prepares special and annual reports. Assists in resolving audit exceptions. Keeps abreast of and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs. Monitors payments, procedures and/or projects including site visits to ensure compliance with state and federal regulations. Processes data for input; maintains and verifies reports; and/or establishes and updates records. Provides consultation, coordination and assistance regarding Right of Way acquisition‑related programs and tasks, which include Department employees, state, federal, local entities, regulatory agencies and special interest groups. Reviews and/or approves requests for reimbursement. Trains Department employees and/or others in program implementation. Performs other job responsibilities as assigned. Analyst III All of the above, and: Participates in short‑range and strategic budget planning. Resolves audit exceptions. Serves as liaison and contact for ROW budget and funding questions. Consults, coordinates and assists with Right of Way acquisition‑related programs and tasks, which include Department employees, state, federal, local entities, regulatory agencies and special interest groups. Makes presentations, develops speeches, conducts and/or coordinates meetings, seminars and/or workshops on ROW budget and funding topics. Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies. Prepares special and annual reports. Performs other job responsibilities as assigned. Analyst IV All of the above, and: Oversees and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to Right of Way acquisition programs. Oversees consultation, coordination and assistance regarding Right of Way acquisition‑related programs and tasks, which include Department employees, state, federal, local entities, regulatory agencies and special interest groups. May serve as project leader. Participates in short‑range and strategic budget planning. Performs other job responsibilities as assigned. Minimum Qualifications Education: Bachelor's Degree in Accounting, Business, Finance or a related discipline. Relevant work experience may be substituted for degree on a year‑per‑year basis or related graduate level education may be substituted for experience on a year‑per‑year basis. Experience: 2 years (Analyst II), 3 years (Analyst III), or 4 years (Analyst IV) grant funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by full‑time or prorated part‑time equivalent). Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. Competencies Analyst II Generally accepted accounting principles, procedures, and terminology Highway letting programs Program/project planning, development, and management methodologies Auditing and investigative methods, practices and procedures Budgeting methods and procedures Financial management and accounting systems Contract development and oversight Applicable laws, rules, and regulations Applicable computer systems and applications, including TxDOTConnect, Oracle/PeopleSoft, USAS, DocuSign, CLM, Tableau Collecting, sorting and compiling data Monitoring the status and progress of projects Analyzing and organizing business and technical data Developing and giving presentations Analyst III Applicable contract/grant/funding/project/program processes, policies and procedures Analyst IV Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks Overseeing and coordinating projects and program activities Physical Requirements and Working Conditions Repetitive Motion - substantial movements of the wrists, hands, and/or fingers Close visual acuity - work includes data/figures; view a computer screen; extensive reading Position Information The Right of Way (ROW) Contracts and Finance Section is seeking a Budget and Funding Analyst to support districts throughout the lifecycle of ROW project funding. ROW projects involve the acquisition of real property needed for highway construction, often through the eminent domain process. In this role, you will set up and adjust budgets, track and forecast costs, review and approve payments, and reconcile anticipated versus actual expenditures. The ideal candidate brings an understanding of government contracting and payment processes, a general familiarity with ROW acquisition, strong attention to detail, and the ability to clearly communicate complex financial information to a variety of audiences.
