MANAGEMENT ANALYST / EMERGENCY APPOINTMENT HOMELESSNESS

Overview TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY. This open examination will remain until the needs of the service are met and may be closed without prior notice. The LA County Board of Supervisors has declared a local state of emergency for homelessness; the County aims to revise and expand its response to help all affected individuals. The County Department of Public Health is seeking candidates to fill emergency Management Analyst vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, your performance will be assessed (100% weighted). Responsibilities Researches information by identifying, locating and extracting relevant data and information from varied sources (e.g., by reading, collecting, downloading, interviewing) to obtain sufficient, valid and reliable data for analysis and decision making. Compiles information by grouping and/or categorizing the data (e.g., in tables, spreadsheets, data files) in meaningful ways to facilitate analysis. Analyzes information using qualitative and/or quantitative methods to understand and draw fact‑based conclusions, identify issues and problems requiring additional research, and take appropriate action to ensure sound study results. Develops and/or recommends policies, programs, or procedures to address problems or improve operations based on research and analysis. Prepares a variety of documents (e.g., reports, business correspondence, memoranda) adapting formats suitable to the purpose and using relevant software programs (e.g., word processing, desktop publishing, presentation) to effectively communicate information to various audiences. Interacts with a variety of individuals (e.g., vendors, managers, representatives of external agencies/organizations) in meetings, dispute mediation, presentations, and consultations to communicate information, share ideas, present recommended solutions, gain agreement and coordinate activities. Coordinates activities such as those of contractors, consultants, outside agencies to ensure programs are successfully planned, implemented, and/or evaluated. Monitors processes and programs by gathering and analyzing relevant information to ensure processes are capable and stable, and that programs are proceeding as intended. Evaluates program effectiveness by comparing outcomes to goals to determine whether to continue or modify the program. Performs various administrative duties (e.g., creating and maintaining files, formatting standard documents, receiving, processing, and routing documents) by applying relevant laws and policies to ensure compliance with established guidelines. Human Resources Conducts examinations; reviews contents, prepares job bulletins, reviews and accepts or rejects applications, and prepares justifications for selective certifications. Advises unit supervisors and managers on compliance with Civil Service Rules and departmental policies. Assists with performance evaluations, disciplinary issues, and workers' compensation or employee benefit cases. Conducts classification studies and prepares recommendations and supporting materials for budget processes. Contract Development and Administration Conducts contract solicitations; develops specifications, scope of work, solicitation packages, proposal/bid evaluation processes, and prepares documentation for contracts. Prepares letters and memos to the Board recommending contract awards. Assists operations in identifying contractual and funding problems, resolves differences with contractors, and formulates policies and procedures for contract development. Conducts reviews of contractor compliance with licensure, insurance, Living Wage Ordinance, and Jury Duty Ordinance. Public Health Programs Analyzes the administration of public health programs during development, implementation, and evaluation phases. Assists in developing policies, procedures, standards, and guidelines for centrally administered programs. Formulates program modifications and develops corrective action plans for quality assurance based on evaluations. Supports program budgeting and financial analysis during evaluation and contract negotiations. Plans and implements projects in mental health and public health services, identifying system and community barriers. Researches and drafts requests for proposals and services for new and renewed grants. Designs graphical presentations and delivers them to management, community groups, and agencies concerning program development, implementation, and evaluation. Prepares records, reports, and mechanisms for monitoring program adherence to budgets, evidence‑based practices, outcomes, and objectives. Minimum Requirements Option 1: A Bachelor’s degree from an accredited college or university plus two years of experience performing basic to routine analytical assignments involving research, analysis, data synthesis, and recommending solutions related to administrative or program support areas. Option 2: A Master’s degree or higher from an accredited college or university in a discipline related to contract development and administration, human resources, health programs analysis, or the core business function or mission of the department. Option 3: Four years of experience performing basic to routine analytical assignments involving research, analysis, data synthesis, and recommending solutions related to administrative or program support areas. License A valid California Class C Driver License or an alternative method of transportation when needed to carry out job‑related essential functions. Physical Class Physical Class II – Light: Administrative and clerical positions that may require light physical effort, occasional light lifting to a 10‑pound limit, and some bending, stooping, or squatting.
