Vice President State Government and Regulatory Affairs

General Summary

This position leads the system’s legislative and advocacy efforts at the state level, and develops, maintains, and strengthens strategic relationships with key policymakers and external stakeholders. The Vice President monitors, makes recommendations, and, with the direction from the Chief External Affairs Officer, responds to and initiates legislative, regulatory, and public policy changes that serve the interests and support the Anchor Mission of UMMS. In partnership with other system leaders, this role promotes UMMS’ reputation for clinical excellence and expertise by raising the visibility and advancing the reputation of the system.

Principal Responsibilities And Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

• Serve as lead UMMS lobbyist on state public policy and budget matters.
• Work collaboratively with UMMS’ local government liaisons and VP of Federal Affairs on public policy efforts in relevant local jurisdictions and at the federal level.
• Develop and maintain relationships with key State government leaders and staff.
• Monitor, coordinate and lead UMMS response to legislation, budget proposals, regulatory changes, and policy actions impacting the system.
• Draft and deliver legislative hearing testimony and written comments in response to agency regulatory proposals.
• Identify opportunities to access public sector funding and resources for projects and initiatives where UMMS and government partner interests align.
• Develop routine summary documents and host regular meetings to keep relevant member organization and shared service leaders informed of government actions or impending actions impacting the system.
• Draft pre- and post-Session communications and develop internal channels for dissemination of relevant policy developments and related information across the organization.
• Collaborate with External Affairs colleagues and relevant shared services departments on community engagement initiatives and events.
• Collaborate with relevant community and professional organizations to achieve complimentary objectives.
• At all times, conduct oneself in a manner that promotes UMMS organizational values and mission.

Work Experience

Education and Experience

• Bachelor’s degree in relevant field. Master’s or professional degree required.
• Minimum of 10 years of experience in government, external, and/or public policy affairs

Knowledge, Skills And Abilities

• A keen understanding of UMMS’ mission, as well as a strong working knowledge of health and/or public policy, government processes, structures, and dynamics that impact the organization.
• Detailed understanding of legislative, regulatory and state budget processes.
• Excellent writing and communication skills, including experience drafting, submitting and delivering public testimony
• Existing relationships and comfort interacting with state government leaders and key staff members.
• Ability to develop and maintain relationships at all levels of government.
• Proven ability to work collaboratively and perform in a high-pressure environment.
• Knowledge and understanding of local, state, and federal policymaking processes.
• Strong organizational skills and an ability to effectively summarize and communicate complex policy issues to colleagues who do not have public policy experience.
• Strong research skills on matters of legislative history, budgeting, and policymaking.

Compensation

• Pay Range: $300,000 - $350,000
