Supervisory Aviation Technical Systems Specialist

DutiesManages the work of a large, multi-level organization typically through subordinate managers. Directs a highly technical workforce of functionally integrated teams including engineers, computer specialists, technicians, program managers, and support staff providing in-service management and operations engineering support to ensure the safety, security, and reliability of the National Airspace System (NAS) at the national level.Applies experience and detailed knowledge of the NAS policies and services aspects of the work directed, sufficient to manage and lead interdisciplinary technical teams that design, modify, restore, and evaluate the NAS. Has a thorough understanding of the principles of management, program management, life-cycle management and strategic/business planning while administering guidance and senior level advice on the successful facilitation of assigned engineering and aviation related programs. He/she is responsible for comprehensive lifecycle management for NAS functional areas, associated systems and enterprise services. Leads the development and execution of NAS life cycle portfolio reviews (operational functional areas and systems) to monitor sustainment performance and determine priorities and strategies (technical and funding) to meet NAS operational life cycle requirements. Has the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Develops and approves solutions to service-wide operational problems impacting system performance of the NAS. He/She is responsible for communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Collaborates with all lines of business and service units (LOB/SO) to address corporate-level strategic initiatives. Exercises senior manager oversight for life cycle support and maintenance strategies of NAS systems and services. He/she has contact with high-ranking military and civilian managers, representatives of the aviation industry, union representatives, local government officials, professional organizations, and contractors. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions. He/she is responsible for the efficient management and safeguarding of resources, to include a multi-million dollar fiscal year budget and assures internal controls meet/exceed agency standards. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives, for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages budget and either reallocates or acquires additional resources as needed in order to execute goals and accomplish Technical Operations' mission objectives. The work impacts the safe, orderly and expeditious movement of aircraft as well as segments of the aviation industry. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. QualificationsTo qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service.
