Job Description and Duties

Under the general direction of the Information Technology Services Division (ITSD) IT Administrative Services Manager (Information Technology Manager I), the Lead IT Asset Specialist is a technical subject matter expert responsible for leading several areas of the Lottery’s IT Asset Management Program, including overseeing the entire IT asset management lifecycle from procurement to disposal; Configuration Management Database (CMDB) administration, integration, and maintenance; creating and enforcing policies related to IT asset usage and life cycle management; and, ensuring seamless integration with other units, branches, and divisions. The duties for this position are focused in the Business Technology Management, Software Engineering and IT Project Management domains; however, work may be assigned in other domains as needed.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Statement of Qualifications

A Statement of Qualifications (SOQ) is a narrative discussion of how your education, training, experience, knowledge, skills, and abilities meet the minimum qualifications for this position.  The SOQ serves as a document of the candidate's ability to present information clearly and concisely in writing and should be typed, no more than two (2) pages in length, and in 10 point font or above. Question 1: Describe your experience administering and maintaining IT Asset Management (ITAM) and Configuration Management Database (CMDB) functions across the full asset lifecycle. In your response, include specific examples demonstrating your:

- Experience ensuring data accuracy, managing integrations, and performing audits within a CMDB.

- Application of asset management standards, policies, and regulations.

- Development or implementation of ITAM or compliance policies, including work performed in response to audit findings or operational requirements.

- Ability to create and interpret data-driven asset reports, including methods used to identify risks, dependencies, or system impacts.

- Experience performing risk assessments and developing mitigation strategies for misconfigurations or asset-related vulnerabilities.

Question 2: Describe your experience acting in a lead or project leadership capacity within IT operations or asset management environments. In your response, include examples demonstrating your:

- Experience coordinating with executives, managers, vendors, consultants, and cross-functional IT teams.

- Ability to lead development of documentation, operational coordination, or technology initiatives.

- Experience designing or contributing to program governance practices.

- Ability to support integration efforts across units, branches, or divisions.

- Communication, collaboration, and decision-support skills as they relate to the role of a Lead IT Asset Specialist.
