GENERAL STATEMENT OF JOB Under limited supervision, this position provides support to management regarding benefit administration which includes employee and retiree group insurance plans consisting of medical, dental, vision, life, short-term disability, deferred compensation, flexible spending accounts, COBRA and wellness programs. Reports to the Benefits Manager. ESSENTIAL JOB FUNCTIONS / RESPONSIBILITIES Assist with daily administration of employee and retiree benefit programs: medical, dental, vision, life, short-term disability, flexible spending accounts, COBRA, wellness programs. Support citywide benefit open enrollment by preparing benefits materials, maintaining and updating benefit records, and participating in employee and retiree workshops. Serve as liaison between employees and vendors; coordinate data transfer to providers; investigate, analyze, and resolve benefits issues. Review, reconcile, and resolve coverage and billing discrepancies; conduct regular enrollment audits to ensure accurate enrollments and premium deductions. Prepare and execute benefit documentation (original and amended plan documents, benefit agreements, insurance policies). Assist with FMLA program: provide guidance, train managers in responsibilities and requirements. Research new and pending state and federal benefit regulations; document and maintain administrative procedures; ensure compliance with all applicable laws. Perform other related work as required. QUALIFICATIONS Minimum: Bachelor’s Degree in Business Administration, Public Administration, Human Resources or closely related field; 2-3 years of benefit administration experience or equivalent combination of education and experience. Special requirements: acceptable general background check, local and state criminal history check, valid driver’s license with acceptable driving record. Physical: Ability to use a word processor, copier, calculator; may exert up to 20 pounds of force occasionally. Must possess strong analytical, communication, and administrative skills and be able to perform routine data entry and office tasks.
