Accounting Technician

VETERANS HEALTH ADMINISTRATION

Summary

The employee will serve as an Accounting Technician at the Richard L. Roudebush VA Medical Center in Indianapolis, IN. The primary purpose of this position is performing various functions involving the maintenance and reporting of financial accounting data.

Major duties and responsibilities include:

  • Processing accounting transactions for a wide variety of functions including but not limited to obligations, accrued payables, disbursements, refunds, collections, replenishment of funds, liquidation of funds, receipt processing, and expenditure transfers.
  • Verifying appropriate accounting element data, assigning accurate transaction coding, and costing of proper general accounts to the financial management system through subsidiary reporting system.
  • Reviewing and correcting rejected transactions within the financial management system.
  • Reviewing invoices and ensuring proper certification or payment in accordance with the Prompt Payment Act.
  • Performing daily and monthly analysis and review of transactions to verify accounting data as necessary.
  • Comparing Fund Control Point account balances with related data to ensure agreement through reviewing records and source documents to identify the sources of discrepancies and determining/performing the entries required to bring the report(s) into balance.
  • Reconciling accounts receivable data and suspense account transactions.
  • Monitoring monthly and quarterly National reporting metrics and requests including but not limited to accrual flag report, obligation and accrual sample testing, and potentially large accruals.
  • Serving as the primary alternate Agent Cashier performing all functions associated with the Agent Cashier office during regularly scheduled leave and mandatory, yearly, two-week transfer of responsibility and accountability.
  • Serving as back-up to employee travel personnel performing all functions associated with the employee travel position periods of leave.
  • Performs other duties as assigned.
Work Schedule: Monday-Friday 7:30am-4:00pm

  • Physical Requirements: Physical demands are the type that would normally occur in an office environment. Stress levels mount during regularly occurring accounting time frame deadlines - monthly, quarterly, and end-of-fiscal year. Most of the time is spent seated. Requires some walking, bending, standing, lifting, and climbing stairs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify at the GS-6 level if you fulfill the following qualifications:

SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes: performing financial management functions utilizing knowledge of accounting and budget regulations, policies and procedures; assigning accurate transaction coding; processing disbursements, payments and collections; approving purchase card orders; maintaining accounting/financial ledgers; computing budget estimates; recording of collection to accounts receivable and using computer software programs (i.e., Microsoft office) and accounting/financial systems/databases.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
