Work Authorization

Position Overview
The Executive, Government Partnerships serves as OCHIN's senior leader for developing and advancing strategic government partnerships that support OCHIN's mission, growth, and long-term impact. Working in close partnership with the Chief External Affairs Officer and Executive, State Affairs, this role supports business development while positioning OCHIN as a trusted partner to governments seeking technology-enabled strategies that improve outcomes for rural, underserved, and safety-net populations.
OCHIN seeks a strategic, entrepreneurial, and highly collaborative executive to lead government partnerships across federal and state environments. The Executive, Government Partnerships will identify, cultivate, and advance opportunities with government agencies and public-sector partners that align with OCHIN's mission, capabilities, and strategic priorities.
Essential Duties
Government Partnership Strategy:
- Develop and execute OCHIN's federal and state government partnership strategy.
- Build executive-level relationships with federal agencies, state governments, Medicaid programs, and public-sector organizations.
- Identify areas where OCHIN's capabilities can support government priorities related to healthcare modernization, data strategy, interoperability, and care delivery transformation.
Business Development and Opportunity Strategy:
- Identify, shape, and advance strategic government opportunities that align with OCHIN's mission and capabilities.
- Support OCHIN's positioning for grants, contracts, procurements, cooperative agreements, and strategic initiatives.
- Partner with business development, legal, operations, product, technology, and policy teams to develop thoughtful and competitive approaches.
Strategic Health Technology Design:
- Help state and federal partners envision, design, and implement technology-enabled healthcare strategies.
- Serve as a thought partner on health IT, interoperability, digital infrastructure, analytics, care coordination, and healthcare modernization.
- Apply design-thinking principles to understand challenges facing rural providers, underserved communities, safety-net organizations, and public-sector systems.
- Co-create practical, scalable strategies that improve access, quality, efficiency, and outcomes.
Federal and State Engagement:
- Represent OCHIN in government partnership discussions, advisory groups, national forums, and strategic meetings.
- Partner with the Executive, State Affairs to align relationship strategy with partnership and opportunity development.
Requirements
- Bachelor's degree required; advanced degree in public policy, public administration, healthcare administration, business, law, health informatics, or related field preferred.
- Minimum of 10 years of progressive leadership experience in government partnerships, public-sector engagement, business development, healthcare technology, healthcare administration, government relations, or related fields.
- Demonstrated success developing multi-state executive-level partnerships with government agencies, public-sector organizations, or healthcare stakeholders.
- Experience working with federal agencies such as HRSA, CMS, ONC, CDC, or other healthcare-related government entities is required
- Candidate with established relationships with multiple state federal and state healthcare leaders, policymakers, and public-sector executives will be given priority. Candidates with high-level government officials' engagement experience will be given priority.
- Experience supporting business development, opportunity shaping, grants, procurements, contracts, cooperative agreements, or public-sector initiatives.
- Strong understanding of federal and state healthcare environments, Medicaid, public-sector decision-making, health IT, and healthcare modernization.
- Exceptional communication, facilitation, negotiation, and relationship-management skills.
- Experience with state Medicaid agencies, public health agencies, or state healthcare transformation initiatives.
- Experience with community health centers, rural health providers, behavioral health organizations, public health agencies, or safety-net healthcare organizations.
- Familiarity with human-centered design, design thinking, or innovation frameworks.
- Ability to travel 60% required
Base Pay Overview
OCHIN uses broadened pay ranges to support equitable and market-aligned compensation practices. The final offer will be based on a variety of factors, including relevant skills, certifications, education, experience, training, responsibilities, internal equity, and market data.
Physical Requirements/Work Environment:
- Constant interpersonal skills, teamwork, and customer service. Frequent creativity, mentoring, presentations, and teaching. Occasional decision making and independent judgment or action.
- Reading, speaking, writing, and understanding English.
- While performing the duties of the job, the employee is regularly required to sit for long periods of time; stand and walk; use hands to finger, handle or feel; reach with hands and arms.
- This position requires a virtual home-office environment, working remotely and will require that employees be on camera for all virtual meetings
- The role routinely uses standard office equipment such as computers and mobile devices.
Work Location and Travel Requirements
OCHIN is a 100% remote organization with no physical corporate office location. Employees work remotely from home and many of our positions also support our member organizations on-site for new software installations. Nationwide travel is determined based on OCHIN business needs. Please inquire during the interview process about travel requirements for this position.
