Job Description and Duties

Under the general direction of the Chief Financial Officer (CFO), Manager II, of the (OAS), Fiscal Services Division (FSD), the Assistant Chief Budget Officer is responsible for the day-to-day management and oversight of the department’s complex budgets functions. The incumbent plans, organizes and directs the activities of the Department’s Budget Unit, providing leadership and guidance to staff responsible for budget development, analysis, monitoring and reporting.

Leave Program (PLP) 2025 agreement:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Special Requirements

• The position(s) require(s) a Background Investigation be cleared prior to being hired.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Demonstrated Advanced Budget Development Expertise. Has extensive experience developing and managing complex governmental budgets, including preparing budget change proposals, baseline adjustments, and local assistance estimates required during the November and May budget cycles. 

Demonstrated High-Level Analytical and Problem-Solving Ability. Excels at identifying complex fiscal issues, analyzing data, and developing effective solutions that support sound budget operations. Demonstrate initiative and a proven ability to resolve problems independently. 

Demonstrated Executive-Level Communication Skills. Ability to prepare and present complex financial information to executive management, the Department of Finance, Health and Human Services Agency, Legislative Analyst’s Office, and legislative partners. They communicate clearly, professionally, and persuasively across all levels of government. 

Demonstrated Supervisory and Leadership Experience. Experience supervising and developing analytical staff, including assigning work, monitoring progress, providing feedback, and conducting performance evaluations. They demonstrate effective leadership, coaching abilities, and familiarity with performance management processes. 

Demonstrated Ability to Manage High Volume, Deadline-Driven Work. Skilled at managing competing priorities within fast-paced environments, especially during critical budget cycles such as the November Estimate and annual budget development period. They consistently meet tight deadlines without compromising quality.
