Analyst II

The Analyst II acts as the course developer and coordinator for virtual and on-ground training courses under the ODS purview. Has direct oversight for all functions of course development and coordination including establishing and facilitating working groups with subject matter experts; developing complex courses utilizing the analysis, design, development, implementation, and evaluation model; projecting, monitoring, and balancing course budgets; formulating and implementing course procedures and policies; tracking compliance with mandates, including, but not limited to, the Commission on Peace Officer Standards and Training (POST) and California Government Code; submitting student information to the POST Electronic Data Interchange; and, preparing and submitting annual scheduling requirements. Calculates attendance based on analysis of course prerequisites. Serves as the administrative lead for the course respective SharePoint sites, intranet/Internet sites, and/or databases, providing ongoing resources to both students and facilitators. Prepares required documentation related to attendance, organizes the use of facilities and necessary equipment, determines proper order of presentation, and contacts instructors/commands for schedule compatibility. Determines instructor requirements and develops and maintains the instructor database, ensuring appropriate course succession planning. Researches and analyzes course critiques to determine when modifications are required. Serves as a subject matter expert on courses within the ODS purview. Drafts recommendations or responses for complex program/course issues, ensuring consistency and compliance with departmental and governmental standards. Evaluates, analyzes, researches, and prepares reports, special projects, proposed training policy, and bill analyses pertinent to the ODS. Completes complex analysis, develops program reports and evaluations, and makes recommendations to the ODS management on program deficiencies. Independently manages various projects assigned by the ODS supervisor or commander. Performs complex evaluations and analysis of project requirements; independently completes projects; and reviews projects to ensure accuracy and adherence to departmental policy. Establishes and maintains project accountability through monitoring strategies including, but not limited to, project tracking logs and suspense files. The Analyst II monitors, tracks, and analyzes course and program expenditures to ensure alignment with projected expenses in the annual spending plan. Advises ODS management on projected surpluses and deficits. Facilitates courses within the ODS purview and serves as a backup for other statewide training programs/courses, internal/external projects, and duties as assigned. Performs other job-related duties, within the scope of the classification, as assigned.
