Context & Environment TotalEnergies seeks a senior, self-directed permitting professional to strengthen in-house capability for development-stage permitting strategy across complex energy infrastructure projects, including data centers, gas-fired generation, BESS, and renewables. The role focuses on land use, air, water, wastewater, stormwater, and infrastructure-related permitting pathways that affect project feasibility, schedule certainty, and investment decisions. Responsible for independently leading permitting workstreams that enable TERUSA to assess, advance, and de-risk data center, CCGT and other gas-fired generation, BESS, and renewable energy development opportunities. The role is accountable for identifying material permitting and infrastructure constraints early, developing credible permitting strategies and schedules, managing consultant work products, and equipping leadership with clear recommendations to support project selection, investment, and execution decisions. Activities Key Responsibilities:
- Lead development-phase permitting due diligence and permitting strategy for co-locating combined-cycle gas turbine, other gas-fired generation, BESS, and renewable generation opportunities with load (e.g. data centers).
- Develop and maintain permitting strategies, scopes, schedules, and risk registers for air permits, including CCGT and other gas-fired generation permitting pathways, wastewater discharge permits, water supply/use evaluations, industrial and construction stormwater permits, and other infrastructure or site development approvals.
- Evaluate site suitability and project feasibility from a permitting and infrastructure-readiness perspective, including air emissions sources, CCGT and turbine operating assumptions, standby/emergency generation, cooling assumptions, water availability, wastewater management, utility infrastructure, fuel supply, drainage, access, environmental constraints, and constructability considerations that affect permitting schedules and conditions.
- Manage external engineering, environmental, air permitting, wastewater, water resources, civil/site, and other specialty consultants; define scopes, review deliverables, resolve technical issues, and ensure work products support development decisions and project schedules.
- Serve as a subject matter expert for infrastructure permitting and regulatory strategy, including practical interpretation of federal, state, and local permitting pathways, agency review timelines, permit conditions, mitigation options, and schedule impacts for power generation and related infrastructure projects.
- Coordinate with Development, Environmental & Permitting, Engineering/Execution, Legal, Construction, Finance, Commercial, Asset Management, and external advisors to align technical due diligence with project valuation, contracting, permitting, and investment decisions.
- Engage with regulatory agencies, authorities having jurisdiction, utilities, water/wastewater providers, and local stakeholders as needed to validate permitting pathways, application requirements, infrastructure availability, and schedule assumptions.
- Review project layouts, technology assumptions, equipment selections, operating profiles, and infrastructure plans for implications to air permitting, wastewater permitting, water demand, stormwater, environmental compliance, constructability, and schedule.
- Prepare concise summaries, recommendations, decision papers, and management updates that translate complex engineering and permitting issues into actionable development guidance.
- Support handoff of development-stage engineering and permitting assumptions to Engineering/Execution, Construction, Asset Management, and Operations as projects mature.
- Monitor relevant regulatory developments and industry practices affecting data center, CCGT and gas-fired generation, BESS, renewable energy, water, wastewater, air, stormwater, and broader infrastructure permitting.
- Contribute to standardization of TERUSA development processes, templates, consultant scopes, permitting matrices, and technical due diligence practices for emerging data center and power infrastructure opportunities.
- Education: Bachelor's degree in engineering, environmental engineering, environmental science, natural resources, or related technical discipline required; advanced degree or professional licensure/certification preferred.
- Work Experience: 8+ years of relevant experience in infrastructure permitting, environmental permitting, air permitting, power generation, data centers, utilities, infrastructure development, consulting, or a related field.
- Direct experience with air permitting for power generation facilities is required; experience permitting combined-cycle gas turbines, simple-cycle turbines, reciprocating engines, or other combustion sources is strongly preferred. Experience with NSR, PSD, Title V, NPDES/TPDES, industrial stormwater, construction stormwater, water supply/use permitting, or similar state/federal permitting programs is strongly preferred.
- Experience supporting power generation, data centers, utilities, water or wastewater infrastructure, large-scale energy infrastructure, oil and gas, chemicals, refining, or other complex infrastructure projects strongly preferred.
- Familiarity with utility-scale solar, wind, and battery energy storage projects preferred, including how renewable energy development schedules interact with permitting, engineering, site control, interconnection, and construction readiness.
- Demonstrated ability to manage technical consultants, review engineering/permitting deliverables, challenge assumptions, and synthesize complex technical issues into business-oriented recommendations.
- Strong project management skills, including ability to manage multiple workstreams, budgets, schedules, risks, consultants, and internal stakeholder expectations in parallel.
- Self-starter with sound judgment, strong ownership mindset, and ability to operate independently with limited day-to-day direction.
- Strong communication skills, including ability to brief senior leaders, align cross-functional teams, and communicate effectively with regulators, consultants, internal technical teams, and commercial stakeholders.
- Team oriented with a collaborative and practical approach; able to bridge Development, Environmental & Permitting, and Engineering/Execution perspectives while maintaining clear ownership of development-phase infrastructure permitting strategy.

- Willingness to travel as needed for site visits, agency meetings, consultant coordination, and project diligence.
- Fast-moving development environment requiring independent judgment, proactive issue-spotting, comfort with incomplete information, and the ability to coordinate across technical and commercial teams.
- Role is embedded in Development but requires deep collaboration with Engineering/Execution teams to ensure development assumptions remain technically sound and transitionable.
