About the Opportunity: Under the direction of the Deputy Chief, Hazardous Materials Section, the Analyst II will perform complex analytical tasks related to the management of the Hazardous Material Emergency Preparedness (HMEP) grant. Must be able to logically and creatively analyze and resolve governmental problems of an average complexity; gather and analyze data to develop and evaluate alternatives for a variety of administrative and program related areas, making recommendations to management of those alternates; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. Will work independently while maintaining a standard workload and responding to frequent short-term tasks. Responsible for coordinating, tracking, and analysis of various administrative activities associated with the HMEP grant programs and administrative functions related to agency standards and requirements. This requires being responsible for meeting regulatory and internal deadlines on all assignments. The incumbent will be required to be proficient in various software tools and web-based applications including but not limited to, Lotus Notes, Microsoft Office Suite, Oracle Accounting Ledger System, Fi$Cal, Adobe, SharePoint, and WordPress. Will be required to maintain accounts with grants.gov and any other account(s) necessary to maintain grant funding. You will find additional information about the job in the Duty Statement . Desirable Qualifications: In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems. Ability to develop and evaluate alternatives; analyze data and present ideas and information effectively. Ability to consult with and advise administrators or other interested parties on a wide variety of subject-matter areas. Ability to gain and maintain the confidence and cooperation of those contacted during the course of work. Ability to communicate effectively in writing and verbally with all levels of staff. Knowledge of Principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis. Knowledge of governmental functions and organization. Ability to collect, track and report data. Experience in providing quality customer service. Ability to develop reports using Excel and other software programs to assist staff to manage performance and Quality Control. Working knowledge and understanding of technical communication, information development process, writing principles and standards. Expert knowledge of Microsoft Word and document management practices. Proficient in MS Teams/SharePoint, Windows, Adobe Acrobat writer, Excel, PowerPoint. Attention to detail in work products. A demonstrated ability to take charge of projects, overcome obstacles, and move them to completion with minimal supervision. Excellent organizational skills, including a demonstrated ability to prioritize and work on a variety of tasks simultaneously and meet established deadlines. Working Conditions: In Office : This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position. DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions. Conflict of Interest (COI) : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
