Real Estate Services (RES) Division The RES division supports the operations of the City of New York by providing services for the City’s real‑estate needs. RES is responsible for space planning and management of 37 million square feet, citywide acquisitions (lease or purchase), sales and other dispositions of City‑owned real‑estate, architectural design and project management, zoning and land‑use analyses, disposition of 15 000 City‑owned lots, property valuation, and financial analysis of real‑estate transactions. Workplace Services Unit The Workplace Services Unit creatively applies space standards to projects in leased and City‑owned space while developing workplace strategies that improve office operations. It oversees architectural programs to ensure inclusive, inspiring design, coordinates office furniture systems and technologies, and provides project management for City‑owned interior buildouts. The unit supports the Real Estate Services Strategic Planning group by updating space standards to reflect current industry trends and best practices. Portfolio Specialist Responsibilities The Portfolio Specialist serves as liaison to assigned City agencies and works to understand each agency’s operational real‑estate needs. Responsibilities include surveying the portfolio of City‑owned and leased properties, creating and updating architectural floor plans and furniture layouts in AutoCAD, developing architectural programs, and preparing front‑end planning documents. Pre‑Design, Programming, and Planning Evaluate city agency space requests, floor plans, employee rosters, and organizational charts to develop baseline Personnel and Equipment lists for assigned capital projects. Conduct qualitative and quantitative analyses to understand agency needs, revise PERSONEL and Equipment listings, and develop comprehensive architectural programs. Design Work with colleagues and directors to develop schematic drawings and related documentation, including precedent images, 2D and 3D sketches, key architectural elements, ceiling plans, lighting concepts, color palettes, and furniture selections. Consult with other units and agency representatives to evaluate and critique plans, ensuring viability, functionality, efficiency, and good design. Present concepts to client agencies for review and sign‑off. Furniture Design, Coordination, and Procurement Manage or assist in space planning of furniture, selection, specification, and procurement for projects in leased and City‑owned space. Follow DCAS Space Standards and City Furniture Requirements Contracts. Create furniture packages, solicit vendor quotes, coordinate power, data, and furniture selections, and process purchase orders. Perform contract and general administration duties to coordinate deliveries and installations. Surveying and Space Assessment Collaborate with other RES units to conduct site surveys and create existing building drawings. Update architectural floor plans and furniture layouts in AutoCAD to document existing conditions for the DCAS portfolio of City‑owned buildings and leased spaces. Intra‑Unit Support Collaborate with Strategic Planning, Leasing, and Design teams to plan new space build‑outs, support front‑end planning, conceptual stacking plans, and transfer projects to the Design & Project Management unit. Respond to follow‑up inquiries and assist in problem‑solving during project execution. Design Standards and Templates Oversee regular updates to DCAS Citywide Space Standards, P&E and other programming templates, Workplace Strategy Guidelines, and Interior FF&E standards in collaboration with Workplace Services and Design & Project Management teams. Flexible Work Update This position may be eligible for remote work up to two days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37. Minimum Qualifications Baccalaureate degree and five years of paid experience in construction, data processing, telephone communications, building standards, and leasing procedures, with at least two years of supervisory experience. High‑school graduation or equivalent with passing a GED or high‑school equivalency test with specified scores and nine years of paid experience as described above, including at least two years of supervisory experience. A satisfactory equivalent, with all candidates required to be high‑school graduates or possess the equivalent and have at least two years of supervisory experience. Preferred Skills Proficiency in Word, Excel, Adobe Acrobat, Adobe Photoshop, BlueBeam, and current versions of AutoCAD. Familiarity with portfolio management systems such as ARCHIBUS. Experience with furniture selection, interior finishes, and knowledge of NYC Building Code. Strong analytical, budgeting, and project‑prioritization abilities.
