The role will focus on Power BI and OnBase implementation, development, maintenance, and optimization.Reporting to a functional manager, the contractor will help ensure the stability and integrity of data and server services through monitoring, maintenance, support, troubleshooting, and infrastructure optimization. The position includes shared 24/7 on-call responsibilities.Key ResponsibilitiesDesign, develop, and implement Power BI and OnBase models, workflows, templates, reports, dashboards, analytics, data transformations, components, and permissions.Analyze existing applications and develop logic for new systems, including flowcharts, coding, testing, and debugging.Prepare and obtain approval for system and programming documentation.Configure system settings and options and plan and execute unit, integration, and acceptance testing.Develop system specifications that meet business and user requirements.Support application deployments and migrations across Dev, QA, and Production environments.Follow secure web programming, coding, testing, automation, and continuous integration best practices.Collaborate with internal teams and vendors to support sound site architecture, performance, reliability, and content delivery.Troubleshoot technical issues involving backup configuration and recovery and develop workarounds when necessary.Perform equipment and software upgrades and maintain knowledge of current computer and network products.Provide feedback on product issues, enhancements, and new features.Manage support issues through accepted service levels, including timely Helpdesk updates and stakeholder communications.Mentor junior developers and contribute to team knowledge-sharing.Promote information security and comply with organizational policies and guidelines.Perform additional duties and special projects as assigned.Working Style and CollaborationCommunicate effectively with technical professionals, management, vendors, business users, and stakeholders.Work independently, demonstrate initiative, and ask relevant questions.Manage multiple priorities and provide regular status updates.Identify and implement process improvements.Provide responsive, detail-oriented customer service.Perform responsibilities consistently with SCDOR's mission, values, and client service standards.Required Experience and Technical Skills10 or more years of software development experience across the full software development lifecycle.State government experience; the primary requirements list 10 or more years.At least 5 years of Power BI experience.At least 5 years of OnBase experience.At least 5 years of experience with HTML, jQuery, JavaScript/JScript, and VB development, design, and coding.At least 5 years of experience using Agile methodology.At least 5 years of experience with strong SQL and SSIS skills.Experience with application development, testing, deployment, migrations, and secure web programming.Strong business analysis, architecture, implementation, troubleshooting, and problem-solving skills.EducationBachelor's degree in information technology systems, computer science, or a related field.The source description also references four years of experience in information technology systems or a related area.Preferred QualificationsHands-on knowledge of business processes.Familiarity with Enterprise Document Management System (EDMS) fundamentals and design.Hands-on experience with cloud-based solutions.Industry certifications, preferably in Microsoft technologies, Power Platform, or project management.Experience mentoring or leading small application development teams.Additional CompetenciesClear and concise written and verbal communication skills.Ability to establish effective working relationships with business users, management, vendors, and peers.Strong organizational, multitasking, prioritization, and time-management abilities.Ability to learn new applications and technical skill sets.Strong customer service skills and attention to detail.Commitment to information security and protection of taxpayer data.Additional InformationOrganization and CultureSCDOR is recognized for delivering complex technology solutions in a highly secured environment.
