Talent Acquisition Specialist

This position will serve as the core executor of the recruitment function, taking full ownership of local US talent acquisition and staffing. From job requirement analysis, channel management, candidate screening, to interview coordination and offer management, the role ensures efficient attraction and hiring of quality talent aligned with business needs. In the lean startup phase, this will be a highly autonomous full-stack recruiting role, directly supporting organizational build-out and talent pipeline for the US team. Main Responsibilities/Duties (1) Recruitment Operations & Execution – 60% Manage the full-cycle US local recruitment process, including job posting, resume screening, phone screening, interview coordination, and background checks. Partner closely with hiring managers to deeply understand role requirements and develop precise candidate profiles and recruitment strategies. Maintain the ATS (Applicant Tracking System) to ensure data accuracy and compliance; generate recruitment funnel analytics reports. Manage candidate experience with timely follow-ups and feedback, ensuring efficient offer process and timely issuance. Develop and maintain diverse recruitment channels including LinkedIn, Indeed, industry job boards, agency partnerships, and campus recruiting. Build and continuously expand the US local talent pool, proactively sourcing passive candidates and establishing long‑term talent relationships. Manage agency/vendor relationships, evaluate partnership effectiveness, and optimize ROI on recruitment spend. Participate in employer branding initiatives, assisting with recruiting events, career fairs, and industry networking activities. (3) Process Development & Compliance Support – 15% Draft and optimize standard operating procedures for US recruitment, establishing recruitment policies and compliance frameworks for the startup phase. Ensure recruitment processes comply with US federal and state labor regulations (EEOC, OFCCP, etc.); maintain compliant recruitment records. Assist in developing offer letter templates, compensation negotiation guidelines, and onboarding process integration. Support onboarding, new hire orientation, and other HR-related tasks as business needs require. Essential Qualifications 3-5 years of US local recruitment experience, with at least 2 years of full-cycle recruiting. Familiarity with the US recruitment market, including mainstream channels, compensation benchmarks, and talent landscape. Knowledge of US federal and key state labor regulations (EEO, ADA, FCRA, etc.) as they apply to recruitment processes. Proficiency with ATS systems (Workday, Greenhouse, Lever, etc.) and MS Office Suite. Preferred Qualifications SHRM‑CP/SCP or PHR/SPHR certification. Experience recruiting for manufacturing companies or Chinese enterprises expanding into the US market. Familiarity with technical role recruiting (engineering, IT, finance, etc.) with talent mapping capabilities. Background in search firms or RPO (Recruitment Process Outsourcing) services. Data-driven recruiting analytics skills with the ability to optimize processes using recruitment metrics. Bachelor’s degree in Human Resources, Business Administration, or related field. Excellent bilingual communication skills (English/Chinese) with the ability to collaborate effectively in a cross‑cultural environment.
