Program Manager

Summary

Serves as a Program Manager responsible for the oversight, management, direction, and operations of assigned network management programs. Provides guidance in matters related to assigned program(s) as well as academic affiliate partnerships, provider agreements, and other special populations as assigned in terms of policy development, analysis, budget, decision-making, and implementation activities affecting the entire agency health care system.

Duties

Help

• Development and interpretation of guidance on program planning and evaluation of assigned programs, serves as a primary technical/operational consultant for development and implementation of policies, procedures, and operations
  related to new and existing programs and initiatives.
• Performs policy analysis and serves as decision-maker and senior bureau advisor for agency engagement and partnering with external health care organizations.
• Monitors development of legislation, regulatory guidance, and policy directives for assigned programs.
• Evaluates programs against short- and long-range objectives to develop effective bureau-level policies and support strategic planning and change management.
• Articulates and investigates policy options for program customers and planning and implementation of decisions.
• Defines or redefines critical problems and advises management of advantages and disadvantages of approaches.
• Reviews program policies for consistency with policy direction of management and to identify needed areas of analysis.
• Manages development of projects to identify, review, and analyze new legislation, executive directives, policy, procedures, and practices.
• Plans, organizes, directs, coordinates, controls, reviews, evaluates, and improves resource support operations.
• Analysis of performance data utilizing qualitative and quantitative methods to assess program effectiveness and develop recommendations to improve programs based on interpretation of tangible data (e.g., trends, anomalies) as well as data based on
  prediction and assumption.
• Develops reports and analyses for various organizational/governmental levels (e.g., bureau, agency, Congress). Provides statistical expertise and guidance in analyzing bureau databases.
• Develops and implements new business functions and processes. Identifies requirements, originates new techniques, establishes criteria, develops new data reporting requirements, and creates corresponding collection and reporting tools.
• Performs quality assurance/control work involving systematic prevention of defects and nonconformance to regulations and standards.
• Monitors qualitative and quantitative measurements to identify quality program trends. Identifies areas requiring further analysis,
  and identifies resolution paths.
• Identifies unsatisfactory trends and conditions and develops correction plans for factors that may contribute to defective work processes or products.
• Supports budget and financial management reviews and activities.
• Performs substantial lead duties over a small team. Serves as a senior advisor for special population program matters.
• Ensures the organization's strategic plan, mission, vision, and values are communicated and integrated into team strategies, goals, objectives, work plans, and work products and services.
• Articulates and communicates assignments, projects, problems, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion to the team.
• Other duties as assigned.

Work Schedule: M-F 8:00 am - 4:30 pm

Compressed/Flexible: May be available at management's decision.

Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.

Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: Have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. NOTE: To be minimally qualified for this position, you must meet 5 of the 7 examples of specialized experience. Examples of specialized experience would typically include, but are not limited to:

• Technical/operational consultant for development and implementation of policies, procedures, and operations related to new and existing programs and initiatives,
• Monitor legislation, regulatory guidance, and policy directives for assigned programs
• Evaluate programs against short- and long-range objectives to develop effective bureau-level policies
• Strategic planning and change management
• Articulate and investigate policy options for program customers.
• Provider relations related to assigned program populations, collaborate with contractors and work with providers
• Write updates, issue briefs, and/or Congressional responses
