Office of Legal Services Overview The Office of Legal Services (OLS) provides legal support and services to CDPH programs and leadership to advance CDPH’s mission to optimize the health and safety of all Californians. OLS is comprised of five legal teams: the Office of Policy and Administrative Litigation (OPAL); the Public Health Programs (PHP) team; the Center for Healthcare Quality (CHCQ) team; the Regulations, Privacy and Special Projects team; and the Administrative team. This position is for the Public Health Programs team, which provides in‑house legal advice and representation to a wide variety of CDPH’s programs. CDPH operates over 200 public health programs spanning multiple subject areas, including infectious disease surveillance and control, chronic disease and injury prevention, food, drug, and radiation safety, genetic disease screening, the Women, Infants, and Children Supplemental Nutrition Program, and the licensing of numerous health facilities, from clinics to general acute care hospitals. These programs work on cutting‑edge health‑related issues, including infectious disease outbreak response, food safety warnings, and illegal tobacco sales to children. Job Description and Duties The California Department of Public Health (CDPH), Office of Legal Services (OLS) is seeking an Analyst II (will consider an Analyst I) to provide administrative and analytical skills and support to the twenty‑three attorneys within the Public Health Programs (PHP) team. This is a Permanent, Full‑Time position located in Sacramento. The Analyst II are subject‑matter generalists with independent or lead responsibility for varied and complex projects, cases, programs, or assignments pertaining to litigation and house counsel legal matters that the PHP team handles for the entire Department. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
