Introduction The position is administered by the Vice Chancellor for Student Affairs (VCSA), at Kapi‘olani Community College. The VCSA is in charge of administrative control for planning and administering all programs and services within the Student Affairs units. The specific functions of this organizational unit include outreach and admissions, financial aid, graduation and transcript evaluations, credit and non-credit registration, student engagement, student counseling for specific and targeted populations, student grievances and complaints, instructional services for developmental education course offerings, and related learning support services. The role entails coordinating, assisting, and administering Student Conduct cases and providing case management functions for the Behavioral Intervention Team, reporting directly to the VCSA. Duties and Responsibilities: (Note: ** denotes essential functions)

• * Coordinates and administers rights and responsibilities inherent in campus compliance policies (e.g. Student Conduct Code, workplace non-violence, Title IX discrimination, EEO, etc.). This includes, but is not limited to, communicating with parties involved, including complainants, respondents, witnesses, etc.; conducting fact-finding and investigative inquiries; issuing charges; determining appropriate follow-up; crafting responses; rendering dispositions and decisions; making accurate referrals to appropriate offices; and imposing appropriate and fair sanctions.
• * Serves as the Deputy Title IX Coordinator for Students.
• * Serves as "first responder" clearinghouse in coordinating and facilitating the Student Conduct Code. This includes acting as a resource in conveying details of due process, hearings process, appeals process, etc. as well as advising and coaching students of options available for redress (e.g. informal, formal, and legal and other processes external to the University).
• * Reviews and settles conduct and other compliance cases with the full range of sanctions in coordination with other programs, including but not limited to Mental Health, Disability Services, Title IX and Human Resources.
• * Manages and processes information in the conduct database reporting systems (e.g. Maxient) for student conduct. This includes, but is not limited to builds codes and templates to implement new conduct software system; crafts operating policies and practices to interface technology with both standard operating procedures and special circumstances; troubleshoots when technology is operating at less than maximum levels to resolve discrepancies and technology capability; monitors and tracks relevant data related to cases, trainings, and surveys embedded in software system; designs reports and extracts data to determine effectiveness and efficiency of case dispositions; and evaluates effectiveness of software capabilities to fulfill operational needs of campus compliance processes.
• * Programs, develops, markets and implements case management for the Behavioral Intervention Team (BIT). Manages the BIT referral system and tracks cases. Coordinates and facilitates the weekly or as needed BIT meetings, including but not limited to providing agenda, maintaining notes, and identifying additional team members or individuals with pertinent information for attendance. Manages communication for the BIT.
• * Keep up to date with the best practices for behavioral management teams and threat assessment.
• * Utilizes identified assessment rubric for all case management planning and evaluation. Set goals, coordinate and implement identified support services and actions as determined by the BIT team for on-going case management. Work in collaboration with other college staff to increase student access and success.
• * Responds to campus requests from faculty, staff, and students for classroom presentations, talks, panels, informational fairs, etc. where appropriate.
• * Represents Kapi‘olani Community College on University of Hawaii System meetings with student conduct officers.

May require to work outside normally scheduled business hours including evenings and/or weekends as necessitated by the supervisor. Other duties as assigned. Minimum Qualifications: Possession of a baccalaureate degree in business administration, education, social sciences, human development, social work or a related field and 3 year(s) of progressively responsible professional experience with responsibilities for providing educational services or assistance to students and others, including student conduct administration, complaint resolution, student affairs administration or provision of support in handling investigations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the student conduct administration, complaint resolution, or student affairs administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with student conduct, complaint resolution, or student affairs administration. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative, and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Demonstrated ability to apply legal and policy provisions to situations consistently. Desirable Qualifications Possession of a Juris Doctor degree. Four (4) years of progressively responsible professional experience with responsibilities for providing student conduct administration, complaint resolution, student affairs administration or provision of administrative, operational, and other technical support in handling investigations or related work experience; or equivalent education/training or experience. Four (4) years of experience in social work, social services, case management, or providing mental health services.
