Job Description and Duties
Under direction of the Supervisor I (Sup. I), the Analyst I serves as a Procurement Analyst for the Lottery’s Procurement Services and Support (PSS) unit. The Analyst I is primarily responsible for analyzing and preparing contracts and purchase orders and supporting Analyst IIs.
The Analyst I will review program requests to ensure they comply with Lottery Regulations, the Lottery’s Procurement and Contract Procedures Manual, and best practices, and will issue standardized contracts. The Analyst I will conduct informal and formal solicitations (e.g., Invitation for Bids) based on Lottery needs and will be the primary contact with program and vendors throughout the solicitation process (scope development, solicitation issuance, evaluation and award).
The Analyst I is expected to perform all functions and duties with integrity, quality communication, and cooperation. The Analyst I must exercise a high degree of initiative, provide clear instructions, demonstrate tact, and exercise sound judgment that exemplifies the best interests of the State and of the Lottery. Strong writing skills are required as contracts are in writing, and communications are primarily via email. The Analyst I may be expected to lead Teams meetings as needed.
Although Lottery procurements are generally not subject to the State Contracting Manual and exempt from the Public Contract Code, familiarity with state procurement best practices is highly desirable. Any other background or familiarity with the State of California’s budgeting, accounting, or FI$Cal practices is also desirable.
Current Lottery policy requires employees to regularly be in the office at least two days a week, although additional days may be required as needed. Telework is available for the remainder. Free parking is available on site.

This position is headquartered at the Sacramento location and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.When choosing a state organization to work for, there are a lot of options. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours for Personal Leave hours each month.

Working Conditions
- Schedule: Employee’s routine work schedule shall be from 8:00 a.m. to 5:00 p.m. while Analyst I is on p obation. After probation, the Analyst I may not begin earlier than 7:30 a.m., or after 8:30 a.m., and cannot end later than 5:30 p.m. During probation, the Analyst I will be permitted to telework up to four days a week. Thereafter, the Analyst I will be permitted to generally telework unless required to be in the office for onboarding of new staff, meetings (typically no more than once per month), and as required by job description.
- Travel: Travel is generally not expected.
- Other: Employee will be given a digital phone number through Microsoft Teams

The California State Lottery Act provides that no person may be hired as an employee of the Commission if that person has been convicted of a felony or any gambling related offense.

- Experience in procuring goods/services using competitive bidding principals (State preferred)
- Experience with budgets, accounting, or FI$Cal
- Strong analytical and writing skills (ability to present information in a logical order)
- Experience with contracts (drafting or reviewing)
- Ability to handle multiple projects simultaneously and meet deadlines
- Ability to prepare and format documents in Microsoft Word and Adobe Acrobat
- Strong organizational skills; ability to coordinate and schedule with stakeholders
- Ability to take direction from management, stakeholders, and others
- Excellent customer service skills
