DUTIES AND RESPONSIBILITIES:

Provides management of PCGP grant operations; programs will range in size, scale, and sector (non-profit, governmental, etc.)Perform as primary liaison between the PCGP program and the awarded organizations; as grant manager will be the primary collector, organizer, and analyst of performance measurement data.Responsible for designing, implementing, maintaining, and coordinating systems to facilitate records management, to include all awardee's expenditures under the grants, monitoring for compliance.Provide guidance to OTED personnel as appropriate.Develops, implements, evaluates, and monitors training for liaisons for awardees.Establish methods to accurately monitor the shifting needs and trends of PCGP grants based on overall compliance monitoring the grant manager will identify and make recommendations and or changes on PCGP procedure or policy.Responsible for on-going coordination of the regular inspection and monitoring of grant awardees and designing methods to expeditiously review intermediated or final grant funding, making recommendations to PCGP leadership for final approval.Responsible for reviewing the Public Law, the program rules, and regulations, coordinating with policy from VBA Public Affairs, Office of Public and Intergovernmental Affairs, and other published federal guidance.Responsible for administration and coordination of inter and intra-office procedures for administration of all research components of the PCGP as it relates to the administration and coordination of procedures of the PCGP.Responsible for policy analysis and is the primary liaison with PCGP Budget Operations and Finance staff.Responsible for being aware of the relevant Federal legislation and regulations that relate to the coordination and administration of grants.Responsible for implementing, interpreting, developing, writing, preparing, and when necessary, updating PCGP guides, best practice guidelines, manuals, forms, information letters, fact sheets, directives, site visit reports, and other written material related to the development, implementation, and monitoring of the PCGP grant program.Provides direction, advice, counsel, and instructions for community-based organizations that are prospective applicants and coordinating post-award activities for grant recipients of PCGP grants to facilitate development of sound business operations and local management of grant activities.Develops and implements actions based on the analysis of these projects that facilitate grant recipient project business establishment, tracks project development status, and effectiveness of grant recipient project and program design development plan.Develops guidelines, instructional methods, materials, etc. related to appropriate trainings for VA staff or grantees.Provides guidance to operational projects regarding their internal training programs for grant management, developing or obtaining training aids, and selecting pertinent government and non-government training resources.Develops, updates, and implements internal procedures on the business management of grants.Reviews changes of scope requests from grantees to evaluate the impact of the request relative to what was stated in the original grant proposal; to include analysis of project structure and services.Evaluates changes to the financial structure of the project, milestones, and compliance with program regulations.Work as a member of PCGP, assisting in all PCGP events and operations as needed.
