Job Description and Duties

The Department of Social Services (CDSS), Community Care Licensing Division (CCLD), Information Technology Liaison Bureau (ITLB) is currently accepting applications for one Supervisor II statewide. The Section Chief of Operations (Supervisor II) serves as a key technology leader within CCLD, overseeing critical IT functions that support program operations, system modernization, and public-facing services. Under the general direction of the Bureau Chief, this position manages the team responsible for CCLD’s technology support, acts as the Division’s primary liaison with the Information Systems Division, and ensures that business needs are met through reliable, innovative, and well-coordinated IT services.

This role directs a wide range of technology activities, including SharePoint site development, web application support, CCLD website maintenance, legislative bill analysis for IT impacts, and disaster-response coordination using systems such as Everbridge. The Section Chief leads IT project planning and oversight, supports data availability across programs, and ensures smooth operation of key systems including the Facility Management System. The position is responsible for developing staff expertise, improving operational processes, coordinating contracts and procurements, managing risks and readiness activities, and communicating critical issues to leadership. The ideal candidate brings strong technical knowledge, experience with enterprise systems, and the ability to build workflows and business logic that strengthen CCLD’s technology infrastructure.

Working Conditions

This position may be eligible for a hybrid Telework schedule for eligible applicants residing in California. A hybrid Telework schedule includes working remotely and physically reporting to the office.

-In Office refers to all working days.

-Hybrid refers to some working days in office and other days Telework eligible.

-Telework refers to all working days at approved alternate work location.

This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required .

Please note: Regular commute is not compensable.

Travel may be required on an as-needed basis to support project activities, including meetings, coordination, training, or readiness efforts with CCLD Regional Offices located throughout the state. Estimated travel is up to 10%.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of Community Care Licensing and Licensing data systems is desirable.

• Ability to establish and maintain effective and beneficial relationships with internal and external customers, & experience with development of service requests and business documents is critical.

• Excellent customer service skills and strong problem solving, decision making and critical thinking as well as strong written and oral communication skills.

• Knowledge using MS Office Word, Excel, Outlook, TEAMS, PowerPoint, Visio, and SharePoint.

• Strong skills and experience in contract/software procurement, research, documentation, and tracking.

• Experience with the legislation bill review and analysis processes.

• Understanding of the IT governance process as well as IT Standards and Information Security Policies is imperative along with knowledge of business requirements, flow charts, and work plans.
