ADMINISTRATIVE SPECIALIST.

Bureau of Naval Personnel

Duties Analyze student and program data to identify trends affecting enrollment, retention, and completion outcomes. Develop data validation procedures to ensure accuracy and usability of institutional data. Produce performance reports and data dashboards to track key program metrics and inform leadership decisions. Facilitate cross‑functional meetings with internal teams and partner institutions to coordinate program and technology improvements. Translate stakeholder feedback and data findings into recommendations for process and technology enhancements. Resolve escalated data discrepancies and student cases with partner institutions to meet established service‑level agreements. Update standard operating procedures and service‑level documentation to maintain consistency and compliance across programs. Collaborate with information technology and data teams to implement and test system enhancements. Evaluate emerging education technologies to recommend scalable solutions that improve student outcomes. Requirements Must be a U.S. citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to pass the E‑Verify employment verification check. Current federal employees applying for GS jobs must serve at least one year at the next lower grade level; time‑in‑grade requirements must be met by the closing date of this announcement. Appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 U.S.C. § 3326. Males born after 12‑31‑59 must be registered for Selective Service. Must obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to maintain clearance may result in withdrawal of a job offer or removal. Must complete training, obtain, and maintain a government credit card for travel and related purchases. Position may require travel to CONUS and OCONUS and may include remote or isolated sites; travel on military and commercial aircraft for extended periods is required. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑11 grade level or pay band in the federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and managing statistical data and processes in a postsecondary academic institution. Managing the data‑informed adult learning program (Salesforce Education and Data Architecture). Reviewing incoming data to ensure accuracy, usability, and accessibility. Developing and producing reports and data dashboards for program metrics. Developing written materials—standard operating procedures, handbooks, policies, knowledge‑management articles, and reports. Producing reports such as Salesforce Reports/CRM, Power BI, and other analytic tools (e.g., Tableau). Additional information: This position is covered by the Department of Defense Priority Placement Program. Relocation expenses (i.e., PCS) may be authorized under applicable travel regulations.
