Supervisory Management and Program Analyst

Summary This position is located in the Department of Homeland Security (DHS), Office of the Executive Secretary. The primary purpose of this position is to direct and oversee Department-wide management and program analysis activities supporting executive decision-making, strategic planning, organizational performance, and mission integration. The incumbent provides authoritative advice and recommendations to senior executive leadership. Non-BU: This is a non-bargaining unit position. Responsibilities As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include: Serving as the senior management and program analysis advisor responsible for planning, directing, coordinating, and evaluating Department-wide management initiatives supporting the Secretary, Deputy Secretary, and senior executive leadership. Directing the integration, collection, validation, analysis, and dissemination of operational and executive information received from DHS Components to ensure senior leadership receives accurate, timely, and actionable information supporting executive decision-making, operational awareness, and Department priorities. Providing executive leadership for the evaluation of complex management programs involving organizational effectiveness, strategic planning, business process improvement, resource management, performance measurement, and enterprise governance. Developing enterprise-wide recommendations to improve organizational effectiveness through the analysis of management systems, administrative operations, resource utilization, performance metrics, and strategic initiatives. Leading strategic planning initiatives supporting Department leadership by evaluating long-range organizational objectives, mission priorities, operational capabilities, workforce requirements, and resource allocation strategies. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-14) or public or private sector equivalent. For this position, specialized experience is defined as: Analyze budgetary data to prepare detailed financial reports and provide recommendations to leadership for resource and cost savings. Coordinate with program managers and stakeholders to track expenditure, forecast funding needs, and resolve budgetary issues throughout the fiscal year. Utilize financial management systems to reconcile accounts, validate transactions, and ensure accuracy in budget execution and reporting. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
