Human Resources Advisor Position

The Human Resources Advisor implements the institution's HR policy, develops the HR service offer to units within their scope in a collaborative experience framework, and analyzes work situations to propose regulation actions and HR development projects.

Activities:

• HR Development (50%): Support managers in HR management and human resources governance (HR campaigns, work organization: organizational charts, job descriptions, writing job profiles, etc.); Advise employees on their professional development (mobility, career transition advice, reintegration follow-up, reassignment, etc.); Lead the resolution of sensitive HR situations in a multidisciplinary manner with social and professional actors (Management, HR, etc.); Implement support systems for employees (VAE, skills assessment); Update and design quantitative (SIRH, job tables) and qualitative (benchmarks, maps, social balance, etc.) analysis and monitoring tools for employment and skills; Support units in their employment and skills forecasting approach; Propose, participate in the development and implementation of HR development projects; Implement and monitor national HR campaigns at the regional level (internal mobility, external recruitment, promotion, etc.); Recruitment and Integration Manager (50%): Support units in the contractual recruitment (tension or expert profiles); Advise and support recruiters: regulations, job profiles; Conduct sourcing and build a pool (LinkedIn); Participate in recruitment interviews and/or train in conducting recruitment interviews; Organize and participate in recruitment events; Develop partnerships with employment agencies and schools; Initiate and participate in integration actions for new entrants (monthly animation via webinar); Participate in working groups related to recruitment/attractiveness of the CNRS as an employer; Design evaluation and follow-up tools, especially for skills assessment

Your Profile

Knowledge/Skills: Knowledge of the status and organization of Higher Education and Research (HER) and staff management; Knowledge of HR development concepts, methods, and tools; Knowledge of research and higher education professions; Knowledge of survey and interview methods; Social psychology theories, methods, and tools; Recruitment techniques (profile selection, prequalification, interview, etc.); Comprehensive knowledge of employment and skills forecasting; English language: appreciated; Know-how: Negotiation/intermediation/regulation of interpersonal relations; Conducting a meeting: setting the framework, analyzing issues and follow-up actions; Analyzing work situations and conducting organizational diagnostics; Writing notes, reports, and synthesis documents; Planning activities considering priorities and deadlines; Mastering oral and written communication techniques; Communicating with internal and external stakeholders; Know-how: Understanding of political situations and interactions; Synthesis and analysis skills; Autonomy and accountability; Sense of confidentiality; Relationship skills

Your Work Environment

Within the National Center for Scientific Research, the Paris-Normandy regional delegation manages research units of the CNRS located in Normandy, Overseas Territories, and abroad, as well as the headquarters structures of the institution. The Human Resources Service (SRH) of the Paris Normandy delegation consists of 22 staff members. The service manages the staff of Parisian and Norman units, as well as units located in the DOM and abroad, and the CNRS offices abroad in a service offer logic and in coherence with the general policy issues of the CNRS. Integrated into the HR development pole, in direct hierarchical link with the HR Director, in a dynamic and demanding context, marked by a strong desire for innovation and strengthening the trust link with client units. The position is based either at the CNRS headquarters (3 rue Michel Ange, Paris 16th) or in Caen (Normandy), a secondary geographical location of the delegation. - Working conditions: 43 days of leave and annual leave time off; Proposed remote work (up to 2 days per week); Collective catering; Company union available; Partial reimbursement of transport costs with proof
