About the Organization 

A national healthcare membership organization is seeking an experienced policy leader to advance Medicaid Home and Community-Based Services (HCBS) and home care policy initiatives. Position Overview 

This position may be filled at either the Director or Vice President level depending on experience. The successful candidate will serve as a key member of the policy and advocacy team, working closely with executive leadership to strengthen, support, and expand access to Medicaid HCBS and private-pay home care services. This position is based in the Washington, DC metropolitan area and operates in a hybrid work environment. 

Role Scope 

Both levels serve on a cross-functional legislative, regulatory, research, and policy development team and supervise one direct report. The Director level focuses on policy development and stakeholder support. The Vice President level provides strategic leadership, external representation, and independent policy recommendations. 

Director Level Responsibilities 

• Research and draft policy positions, testimony, issue briefs, and regulatory comments. 
• Support relationship-building with Congressional, federal agency, and policy stakeholders. 
• Represent the organization at meetings and events as subject matter expertise develops. 

Vice President Level Responsibilities 

• Independently recommend policy positions to governing and advisory bodies. 
• Build and maintain relationships with Congressional staff, federal officials, and state agencies. 
• Represent the organization through testimony, advocacy letters, and public policy forums. 

Primary Responsibilities (Both Levels) 

• Support a member advisory council focused on Medicaid policy issues. 
• Provide analysis of legislation and regulations affecting Medicaid HCBS and home care. 
• Develop policy white papers and advocacy resources. 
• Supervise and mentor policy staff. 
• Support state-level advocacy initiatives. 
• Represent the organization at industry meetings and speaking engagements. 
• Develop and deliver educational programming for members and partners. 
• Build coalitions with organizations sharing common policy goals. 

Required Qualifications 

Director Level: 5-8 years of healthcare policy and advocacy experience preferred. Experience with Medicaid HCBS policy strongly preferred. Bachelor's degree required in a related field; advanced degree a plus. 

Vice President Level: 8+ years of healthcare policy and advocacy experience preferred. Extensive Medicaid HCBS expertise and experience interacting with federal or state policymakers preferred. Bachelor's degree required; advanced degree preferred. Healthcare policy expertise related to home care, community-based services, or related sectors strongly desired. 

***This is a hybrid role requiring 2-3 days in office.

Compensation 

Vice President: $200,000 to $215,000 annually. Director: $145,000 to $160,000 annually. Compensation will be commensurate with experience and qualifications.
